2 cups all-purpose flour
¼ cup granulated sugar
2 tsp baking powder
½ tsp salt
6 tbsp unsalted butter (very cold, cut into small cubes)
1 cup blueberries (fresh or frozen)
3 tbsp lemon zest
¾ cup heavy cream (very cold)
1 large egg
2 tsp vanilla extract
1 tbsp heavy cream (for brushing tops)
2 tbsp sanding sugar (optional, for topping)
