Chinese Pepper Steak

Ingredients

1 pound beef top sirloin steak, thinly sliced against the grain
2 bell peppers (green and red), sliced into strips
1 onion, sliced
For the Marinade/Sauce:
1/4 cup soy sauce
2 tbsp white sugar
2 tbsp cornstarch (divided: 1 tbsp for marinade, 1 tbsp for sauce slurry)
1/2 tsp ground ginger
3 tbsp vegetable oil (divided)
1/2 cup water or beef broth (for the sauce)
2 cloves garlic, minced (optional)
Salt and black pepper to taste
